This study was originally prepared for a seminar of the Executive Board of the Fund. It expresses a wide range of views with regard to the appropriate approach to pension reform and the pertinence of the analysis and recommendations. The study examines the pension-related aging problem primarily from a fiscal perspective. The focus is on the industrial countries.

Retirement is a fairly recent invention in richer countries and, in many poorer countries, it remains a rarity. To illustrate global patterns of retirement, authors have divided the world into four groups. The paper illustrates trends in retirement, the price of earlier retirement, public pension plan, "real-world" pension systems etc.

This paper presents the current situation of the pension system. the struggle for pension reform in the 1990s. structure. the long-tern outlook of the new pension system and the main aspects of the system design as well as first experiences from implementation process. Long-term projections show that the new system allows for greater financial stability of the public pension scheme and increases the saving rate with a positive impact on economic growth.
