The struggle to find and use indicators of sustainable development is intimately
bound up with the process of deciding what we mean by sustainable development and
what we shall do about it. In this field at least, indicators are intrinsically and
unavoidably normative and political. The paper proposes an approach to indicators
which reflects, and can further clarify and help to achieve, an important aspect
of sustainable development. The paper is written from a practical, instrumental interest
in indicators as a tool to put sustainable development principles into practice in
public policy. The author is not a statistician and makes no claim to technical expertise
but hopes that this `barefoot' practitioner perspective may be of some interest to
the professionals. The main argument is introduced by a discussion of some of the
pitfalls and limitations of sustainability indicators to date.

Methods for studying the stability over time of regression relationships are considered.
Recursive residuals, defined to be uncorrelated with zero means and constant variance,
are introduced and tests based on the cusum and cusum of squares of recursive residuals
are developed. Further techniques based on moving regressions, in which the regression
model is fitted from a segment of data which is moved along the series, and on regression
models whose coefficients are polynomials in time are studied. The Quandt log-likelihood
ratio statistic is considered. Emphasis is placed on the use of graphical methods.
The techniques proposed have been embodied in a comprehensive computer program, TIMVAR.
Use of the techniques is illustrated by applying them to three sets of data.

The effects on the distribution of least-squares residuals of a series of model mis-specifications
are considered. It is shown that for a variety of specification errors the distributions
of the least-squares residuals are normal, but with non-zero means. An alternative
predictor of the disturbance vector is used in developing four procedures for testing
for the presence of specification error. The specification errors considered are
omitted variables, incorrect functional form, simultaneous equation problems and
heteroskedasticity.

It is shown that an asymptotically precise one-term correction to the asymptotic
distribution function of the classical Cramйr-von Mises statistic approximates the
exact distribution function remarkably closely for sample sizes as small as 7 or
even smaller. This correction can be quickly evaluated, and hence it is suitable
for the computation of practically exact p-values when testing simple goodness of
fit.

of fit. Similar findings hold for Watson's rotationally invariant modification, where
a sample size of 4 appears to suffice.
