This paper addresses the issue of rationality of responses in contingent valuation. We found a significant portion of respondents stated a positive willingness-to-pay for a project they perceived to be worthless. The irrational responses had a significant impact on the mean stated willingness-to-pay and the effect can not be removed by simply excluding the those observations from estimation. The dichotomous-choice elicitation format helps to mitigate the effect of the irrational responses, but can not completely solve the problem.

This paper examines Japanese foreign exchanges interventions from April 1991 to March 2001 based on newly disclosed official data. All the yen-selling (dollar-purchasing) interventions were carried out when the yen/dollar rate was below 125, while all the yen-purchasing (dollar-selling) interventions were carried out when the yen/dollar was above 125. The Japanese monetary authorities, by buying the dollar low and selling it high, have produced large profits, in terms of realized capital gains, unrealized capital gains, and carrying (interest rate differential) profits, from interventions during the ten years. Profits amounted to 9 trillion yen (2% of GDP) in 10 years. Interventions are found to be effective in the second half of the 1990s, when daily yen/dollar exchange rate changes were regressed on various factors including interventions. The US interventions in the 1990s were always accompanied by the Japanese interventions. The joint interventions were found to be 20-50 times more effective than the Japanese unilateral interventions. Japanese interventions were found to be prompted by rapid changes in the yen/dollar rate and the deviation from the long-run mean (say, 125 yen). The interventions in the second half were less predictable than the first half.

In Ethiopia, growth in cereal production is accompanied by a more than proportionate increase in the standard deviation of production. This study applies descriptive and variance decomposition procedures to determine the sources of increased instability in cereal production in order to show whether they are caused by policy changes. It was found that production instability was caused more by increased yield instability. Considering the fact that use of high-powered inputs is limited to a small number of farmers, production is at subsistence level and that farmers. responsiveness to policy changes is constrained by infrastructural and institutional constraints and by the existing land policy, instability in yield is predominantly attributed to weather variability.

Small farms still dominate the agricultural sector in much of the developing world and they are still significant players in the rural life of many rich countries. As part of the economic transformation process, rising labor costs drive most small farms out of business, and only part time farmers and a few small- specialized producers of higher value products survive. Historically this process has usually taken several generations to unfold, but the process may prove much faster in the future. New driver variables are quickening the pace, including the miniaturization of small farms under continuing rural population growth in poorer countries, the trade distorting agricultural policies of most OECD countries, a shift towards increasingly integrated and consumer driven markets as part of market liberalization and globalization, and the demographic impact of the spread of HIV/AIDS. The viability of small family farms is threatened today in all kinds of countries in historically unprecedented ways. Yet there are good reasons why policy makers should want to keep small farms around, and this will require deliberate policies to provide them viable development pathways in an increasingly hostile world. This paper reviews the problem and discusses appropriate policy interventions.

В Минске прошла девятая международная научно-практическая конференция «Актуальные проблемы бизнес-образования».  Особое внимание на конференции было уделено проблемам и путям подготовки и повышения квалификации специалистов для инновационной экономики, а также развитию бизнес-образования в условиях проявления кризисных явлений в мировой экономике и их последствий для субъектов хозяйствования Республики Беларусь и других стран. Интерес к проблемам бизнес-образования  постоянно растет. В 2010 году поступило более 150 заявок на участие в работе конференции, в том числе из Германии, США, Пакистана, Чехии, Швеции, Казахстана, Украины и более 20 докладов из России, всего в настоящем сборнике приведено 144 доклада участников конференции. Конференция подготовлена и проведена руководством Института бизнеса и менеджмента технологий БГУ.
