When joining the EU, Finland was granted a permission to run its own food safety policy concerning Salmonella. The policy is called Finnish Salmonella Control Program (FSCP) and it covers the main animal production lines: pork, beef, poultry, and also the products thereof e.g. meat and eggs. By committing to follow an EU Commission approved national program Finland received so called additional guarantees from the EU. These guarantees allow it to require respective salmonella protection levels from similar products imported to the country. In order to continue the program its economic efficiency has to be thoroughly evaluated.

The objective of FCSP is that no more than 1 % of the animals and meat should be contaminated with Salmonella at the national level. Respectively, at the abattoir or meat cutting plant level the goal is 5 % . These quite strict objectives were reached well in 1995-2001. The industry is responsible for running the program in practice. National authorities have their emphasis in coordination, collecting of data and supervision. The costs of the program are almost fully carried by the industry. This paper evaluates the efficiency and viability of FSCP as a whole. It can be concluded, that money used running the program is well-spent: health benefits produced, estimated either using a cost-of-illness type of calculations or a willingness-to-pay measure from a consumer survey are many times larger than the costs of the program. In the end it can be concluded that FSCP is a good example of economically viable tool for sustaining public health.

In this paper a theoretical and empirical model is developed for analysing the decisions of individual farmers whether or not to produce wildlife and landscape services, how much of these services to produce and form an environmental co-operative in order to reduce transaction costs or to build up bargaining power. The model is applied for Dutch dairy farmers as the main users of agricultural land in the Netherlands. Simulations show that the reduction of transaction costs makes it attractive for farmers to form an environmental co-operative in case of a fixed price for wildlife and landscape services. Therefore more wildlife and landscape services are produced and more farmers are involved compared to a situation with individual supply. If demand is no longer perfectly elastic an increase in wildlife and landscape services production leads to lower prices offsetting part of the production and profit increase caused by lower transaction costs. However, if the environmental co-operative acts like a monopolist its bargaining position leads to a decrease in the production of wildlife and landscape services and higher prices.

This article presents results from an experiment into attribute perception and relevant levels for management of woodland and mountain areas typical of the Iberian Peninsula's Atlantic region. The aim, which the authors argue has been robustly reached, was to identify those aspects of forestry policy clearly perceived by citizens. This is useful for defining enlargement of areas protected under Natura 2000 Network. Results show clear preference for an increase in woodland to over half the current surface area, with replanting of traditional trees, in woodlands of low density and trees of different age and, preferably in irregular shaped plots.

As biotechnology evolves new methods of genetic engineering are now being applied to the production and processing of foods. This paper is trying to explore the attitudes of the European consumers towards genetic modification of food. Using survey data of the EU member countries the proposed research paper is planned to have a threefold output: 1) providing a comparative ranking of the EU member countries in relation to the prevalence of rejection of genetically modified food, 2) uncovering intra-european differences in genetic food engineering rejection as being based on socio-demographic and informational resp. knowledge based differentials between EU countries and 3) specifying the importance of socio-economic and informational determinants of a potential defender of genetically modified food by estimating the partial effects of age, gender, education, income, family status, size of household, knowledge on genetical food engineering and information use behavior in a multivariate model of the attitudes towards genetically modified food. This causal approach will be followed in selected EU countries representing extreme positions in the EU attitude ranking. By these empirical results the paper is trying to reveal intra-EU differentials of consumer attitudes towards genetically modified food, which is a necessary baseline for adequate and efficient policies in order to satisfy consumer needs for quality and security. The results will also prove helpful to the food industry providing differential information for marketing decisions and focusing adjustments in different EU food markets.
