Materialien zur Bevölkerungswissenschaft des Bundesinstituts für Bevölkerungsforschung Die vorliegende Arbeit über die Mortalität in bayerischen Frauen- und Männerklöstern im Zeitraum 1910-1985 wurde 1998 mit dem ersten Preis im Nachwuchswissenschaftlerwettbewerb der Deutschen Stiftung Weltbevölkerung und der Deutschen Gesellschaft für Bevölkerungswissenschaft (DGBw) ausgezeichnet - eine Auszeichnung die für sich spricht, zog die Jury diese Diplomarbeit doch den ebenfalls eingereichten Dissertationen deutlich vor.

Water management for irrigation requires suitable policy tools able to meet social objectives and private behaviour. The legal framework in the EU is today faced with the new water framework directive (60/2000), that sets up new criteria for water management, regulation and pricing. Among other things, the water framework directive introduces the principle of full cost recovery and the polluter pays principle for water users. For many areas of Italy, this may be a significant shift compared to present payment criteria, based on traditional rights, political prices, partial running cost coverage or others. The aim of this paper is to analyse the problem of water regulation in agriculture as applied to irrigation issues. This is made by setting up and testing a simulation model based on the integration of a mathematical decision making model at farm level and a principal agent model at the level of irrigation boards. The model allows to quantify water demand and the optimal regulation from the point of view of the policy maker. The results show major impacts of water availability and prices on farm income. The adoption of a mix of pricing instruments related at the same time to crop rotation, water consumption and pollution can significantly improve water policy efficacy.

This paper examines the welfare effects of the Common Agricultural Policy (CAP) cotton, maize and sugar beet regimes practiced in Greece after its 1981 entry into the European Union. These markets are considered as horizontally related because there are usually the same farmers that use the same areas to produce various combinations of the relevant products. We use bootstrap techniques to conduct a statistical analysis of the estimated welfare measurements. The welfare analysis indicates that the income amounts transferred to farmers rose significantly in the period between 1981 and 1992. The 1992 CAP reform slowed down this trend, and transfers have remained at an almost statistically constant level since 1992.

This volume presents a new approach to econometric modeling of aggregate consumer behavior. The approach has successfully extricated demand modeling from the highly restrictive framework provided for more than half a century by the model of a representative consumer. Like the representative consumer model that preceded it, the new approach rests on the theory of individual behavior. The centerpiece of the volume is an econometric model of demand obtained by aggregating over a population of utility-maximizing consumers.

This volume presents an approach to the evaluation of economic policies through the econometric modeling of aggregate consumer behavior. While the preferences of individual consumers are revealed by their market choices, these preferences can be recovered only by econometric methods, not through the index numbers used in the official statistics. The richer and more robust methodology presented in this volume provides a fruitful point of departure for future policy evaluations.

This is a book about how firms manage their knowledge assets, specifically the creation and growth of their technological capabilities. It is based on extensive field research undertaken in US manufacturing companies over a ten year period. At the center of the analysis is the concept of core capabilities, comprising skills and knowledge base, physical systems, managerial systems, and values. Unchecked, these capabilities can become core rigidities restricting the ability of the firm to develop and exploit knowledge. These constructs are used to examine a range of key innovation activities, both within and outside the firm, and, in broader terms, to discuss growth and renewal at the national level. Shareholder Value versus Wertschöpfung Wandel der politischen Ökonomie in Deutschland Die Praxis der Unternehmensführung ist in Deutschland seit den neunziger Jahren zunehmend aktionärsorientiert. Martin Höpner untersucht am Beispiel der vierzig größten deutschen Kapitalgesellschaften Ursachen und Konsequenzen dieser Entwicklung. Deutsche Großunternehmen bemühen sich in den neunziger Jahren verstärkt, ihre Unternehmenskontrollsysteme an den Interessen der Aktionäre auszurichten. In der öffentlichen Debatte wird dieser Vorgang unter dem Schlagwort »Shareholder Value« diskutiert – ein Begriff, der eine Unternehmenspolitik bezeichnet, die auf die Bedienung der Finanzinteressen der Aktionäre und damit auf die Steigerung der Aktienkurse zielt. Doch die Aktienkurse spiegeln nicht die Wertschöpfung des Unternehmens, sondern nur deren Verteilung wider. Aus der Sicht von z.B. Arbeitnehmern, Zulieferern, Abnehmern und Endverbrauchern ist der Shareholder Value quasi bedeutungslos, weil für diese Gruppen andere Unternehmenswerte von Belang sind. Martin Höpner diskutiert in seiner Untersuchung die Vereinbarkeit einer Shareholder-Value-Orientierung mit dem deutschen System der Arbeitsbeziehungen, das durch ein hohes Maß an Regulierung und Mitbestimmung gekennzeichnet ist. Er zeigt, dass aktionärsorientierte Unternehmensführung gerade nicht auf dauerhafte Steigerungen der Wertschöpfung (zum Beispiel durch Unternehmenswachstum) zielt, sondern auf dauerhafte Steigerungen des Aktionärsnutzens, der mit den Ansprüchen, die andere Gruppen an Unternehmen richten, durchaus in Konflikt geraten kann. Höpners wirtschaftssoziologische Studie interpretiert die zunehmende Managementorientierung an den Finanzinteressen der Aktionäre als einen Indikator dafür, dass sich in den zugrunde liegenden Spielregeln und Kräfteverhältnissen, unter denen die am Unternehmensgeschehen beteiligten Gruppen zusammentreffen, grundlegende Veränderungen vollzogen haben. Der Autor stellt seine Befunde in den Kontext der Theorie über Modelle des Kapitalismus und leistet so einen wichtigen Beitrag zur politisch-ökonomischen Theorie der gegenwärtigen Liberalisierungsprozesse.

With many emerging market currencies tied to the U.S. dollar either implicitly or explicitly, movements in the exchange values of the currencies of major countries have the potential to influence the competitive position of many developing countries. According to some analysts, establishing target bands to reduce the variability of the G-3 currencies would limit those destabilizing shocks emanating from abroad. This paper examines the argument for such a target zone strictly from an emerging market perspective. Given that sterilized intervention by industrial economies tends to be ineffective and that policy makers show no appetite to return to the controls on international capital flows that helped keep exchange rates stable over the Bretton Woods era, a commitment to damping G-3 exchange rate fluctuations requires a willingness on the part of G-3 authorities to use domestic monetary policy to that end. Under a system of target zones, then, relative prices for emerging market economies may become more stable, but debt-servicing costs may become less predictable. We use a simple trade model to show that the resulting consequences for welfare are ambiguous. Our empirical work supplements the traditional literature on North-South links by examining the importance of the volatilities of G-3 exchange-rates, and U.S. interest rate and consumption on capital flows and economic growth in developing countries over the past thirty years.

This study analyses the causal factors of fall in Russian farm output focusing on financial determinants. Translog production function is estimated on panel of 17653 large-scale farms for 1996-1998 period using fixed-effects and accounting for inter-regional climate differences. Output elasticities are analysed for sub-samples of crop and animal producing farms. The reserarch findings show that budget transfers to the farms are inefficient and result in taxation of farms. Farms are operating under the soft budget constraints that have to be removed to improve farm production performance.
