The goal was to investigate salient factors that hindered and enhanced their life career development process, which was defined from a holistic, developmental, and dynamic systems perspective to provide a framework for examining multiple inner dimensions (intellectual, emotional, spiritual, and career development), and outer environments (school, family, community) over the lifespan. This dissertation represents the only historical study to date to recount the history of the War on Poverty in Texas. The study describes the dimensions of poverty in the state in the mid-twentieth century; explains the development of the various programs of the Office of Economic Opportunity (OEO), the primary anti-poverty agency of the Johnson administration; and traces how these programs were put into practice in Texas.

This dissertation investigates the role of a new form of community development initiative to address these social problems and challenging social forces that created it. This dissertation is based on a three-year ethnography of community development in a low-income neighborhood of Philadelphia. To learn about the life and culture of the neighborhood, I moved into the area, participated in local community events, volunteered at community-based organizations, visited local churches and interviewed long term and recent residents. This project is an analysis of Americans' attitudes toward three forms of workplace democracy. National survey data from 1991 are employed to investigate the relationship between the bases of social inequality under contemporary capitalism and this alternative which potentially ameliorates workplace inequality. Race, class, and gender are hypothesized to be major determinants of attitudes toward workplace democracy.
