This dissertation evaluates consumption-based poverty and inequality in the United States using Consumer Expenditure Survey (CEX) data for the period 1984-1998. Slesnicks's poverty and inequality analysis (1993, 1994) is replicated, amplified and extended into the late 1990s. The poverty and inequality measures rest upon micro-theoretic foundations of utility maximizing behavior and demand. Two parallel theoretical and empirical frameworks are used. This dissertation generates possible explanations for conflicting claims in the literature on the economic populist sentiment (or incipient class consciousness) of the contemporary American middle class. This study attempts to test a portion of sociologist William Julius Wilson's theory of the concentration of poverty and social isolation by using data from the East Texas Fair Housing Service Center's (ETFHSC) Housing Mobility Program. This court-ordered program uses Section 8 vouchers to move African Americans from segregated public housing into working and middle class, predominantly white, neighborhoods. This study is based on the ideas and studies of Erving Goffman (1922-1982), an influential sociologist and communications scholar (Manning, 1992). Most prior scholars, such as McLaughlin (1999) and Reichert (2003), have chosen to simply repeat and reaffirm Goffman's themes, while largely ignoring that both times and society have changed. Thus, this study proposes not only to repeat Goffman's methods, but also to extend and retest his findings in the modern day. This dissertation presents the results of three investigations of child poverty in New Mexico. Chapter two examines the role income disparity plays in exacerbating the health consequences of poverty by investigating the connection between income disparity and morbidity and mortality in children. Chapter three uses 1999 survey data to examine the determinants of preventative care and usual source of healthcare for insured children in New Mexico. Finally, chapter four presents the results of simulations conducted for several proposed tax-based programs designed to decrease child poverty.

This research explores how social class works in the professional middle class with White and Black women and Latinas. Using focus groups, homogeneous by race/ethnic group and class biography, to investigate their experiences, I compared women who come from less privileged classes with those who have always been middle class.
