Курс «Современная социальная политика» состоит из теоретической и прикладной частей. Первая часть – лекционная. В рамках теоретической части студенты знакомятся с основными теоретическими разработками в области современных методов социальной политики. Практическая часть курса проходит в виде семинарских занятий, в ходе которых студенты получают возможность использовать полученные теоретические знания для обсуждения конкретных направлений социальной политики.

Учебная задача дисциплины

В результате изучения курса студент должен:
•знать основные направления и методы социальной политики, а также ее взаимосвязь с экономической и институциональной политикой;
•уметь анализировать конкретные ситуации, возникающие в ходе трансформационных процессов в социальной сфере;
•обладать навыками нахождения, освоения и использования информации по проблемам социальной политики в России и в мире.

Seminar on Economics of Pensions - The seminar will bring a series of topics and papers dealing with them that will cover most issues related to the pension systems characteristics. We will start with a review of basic design issues and discuss different pension systems ability to adjust to parametric changes. Then we will compare parametric reforms of PAYG systems with systemic/multi-pillar reforms. Significant attention will be given to the political economy of pension reforms and to the situation in the transition countries.

This policy research was prepared by a World Bank team. The study identifies three functions of old age financial security systems - redistribution, saving. and insurance. It evaluates the policy options for meeting these according to two criteria: their impact on the aged and their impact on the economy as a whole.

Scheduled Social Security changes would have little effect on the retirement decisions of employees with a typical defined benefit pension plan. But if the pension plan provisions were changed to correspond to the Social Security changes, the effect would be very large. And although not contemplated by current legislation, it is clear that an increase in the Social Security early retirement age would have a substantial effect on the early retirement rates of the large number of employees not covered by a pension plan.

The subject of this papers will be the experiences relating to pension fund regulations from the point of view of their safety of operations in five counties of Central and Eastern Europe (Hungary, Poland and Bulgaria, Estonia and Lithuania). In analysing the socially safe functioning of pension funds, special attention has been devoted to institutions supervising the pension fund.

This paper presents the current situation of the pension system. the struggle for pension reform in the 1990s. structure. the long-tern outlook of the new pension system and the main aspects of the system design as well as first experiences from implementation process.
