"Citizens and experts on corruption" (by Alexandr Medzhevskiy, Serguey Ghirin, Alexandr Mizeriy)
sets fort some results of the surveys among Nizhniy Novgorod inhabitants and experts carried out by local
sociologists in 1992 through 1998. In the course of surveys citizens had been asked about the causes for
corruption, widespread popular disposition to pay bribes, about the allegedly most corrupted government
agencies. The experts had been asked about the most fertile spheres for corruption (budget means
allocations, lobbying, etc), as well as eventual steps to counteract corruption in the above agencies.
