Revolution of Expectations in the Ukrainian Society: a Case of Using the Technique "Social Expectations Index" before and after 2004 Presidential Elections

Basing on the data of regular monitoring surveys carried out by the Institute of Sociology, Ukrainian Academy of Sciences, the author dwells upon the features of long-term social expectations of the Ukrainian population. While in February 2005 the majority of respondents were looking forward to economic situation improvement in Ukraine by October the share of "economic optimists" has decreased almost twice, the pessimists correspondingly have constituted the majority who are not sure their economic life will become better. Optimism in the forecasts of Ukrainian and foreign experts concerning the prospects of economic growth has lessened significantly. The most often mentioned reasons for this are split in "the Orange team", corruption scandals, economic depression and many poorly thought out decisions that this way or the other involved the interests of various population categories. But there is a deeper reason behind all this: the society wasn’t institutionally ready for coming up to its own overstated expectations. Those who have supported "the Orange revolution" expected the new political power to get rid in the shortest time of all the diseases that have been accumulating for ages of peripheral existence within Russian and Austria-Hungary Empires, the decades of the Soviet power and years of crisis independent life. Having discovered that the new power reproduces the mechanisms, management skills and even the manners of the old one many Ukrainian citizens have added to the disillusions with L.Kuchma regime activity new disillusions responsibility for which they have placed on those leaders who had promised at revolutionary Maidan to put an end very fast to what made up an institutional foundation of post-Soviet society: corruption, lawlessness, nepotism, mass media manipulation, economic instability, low living standard of the majority of population, etc.
