Political Participation and the Population's Confidence in Political Institutions and Political Leaders (by Natalia Zorkaya). Political participation under all democratic regimes is based precisely on elections, therefore problems of studying political participation in Western countries, as well as presently in Russia, in many respects coincide with research of electoral behaviour. An essential difference of electoral behaviour in the Russian situation is its pronounced mobilisation nature, lack of distinct and formed political interests and party preferences, which becomes especially important in periods between elections. According to findings of the March 1998 survey, 45 per cent of respondents agree that political parties are necessary for the development of democracy in Russia and the system of parties gives the citizens a possibility to participate in political life (42 per cent). At the same time, 38 per cent do not see any difference between the parties existing in the country and 58 per cent agree that political parties serve only the interests of their leaders. Declarative agreement of a considerable part of the population with the principal democratic values is combined with a considerably low valuation of these democratic principles in the political reality, with a suspicious and passive, spectator's attitude toward politics. It is also expressed in the extremely low degree of confidence of most people in the principal political institutions, the main branches of power, and political leaders personifying them, in a combination with similarly low indicators of own political activity and political participation.
