The concept of two-sector entrepreneurial economy consisting of private and lease
sector is suggested. Proposals are developed on economic organization and taxation
system for extractive industries and natural monopolies (infrastructure objects)
which form the lease sector. It is assumed that extractive enterprises and town infrastructure
enterprises perform the role of concessionaires leasing from the treasury and municipalities
mineral rights (in the case of extractive enterprises) and rights of providing services
for the society (in the case of infrastructure enterprises). A scheme is depicted
of the relations of the lease sector enterprises with the budget on the basis of
a uniform resource tax for extractive enterprises and subsidies to infrastructure
enterprises which are put beyond taxation.
