The formation of agricultural policy, and particularly its reform, is a very contentious issue both within the EC and USA and also in relations between Europe and the United States. Many of the prvious studies that have investigated the issues have focused on narrow technical details on the reform process. The authors of Agricultural Policy Reform offer a much needed alternative perspective by examining the role of the political process in explaining agricultural policy decisions. The authors apply various decision-making theories, including rational actor, public choice, organizational process, bureaucratic politics, and partisan mautual adjustment to agricultural policies and examine that behavior and incentives for the various policy actors and political inputs in both the EC and USA. The book uses similar methods of analysis in studying international aspects of agricultural policy reform. It discusses the growing pressures for the reform of the international system for agricultural trade and the link between trade reform and agricultural policy reform. In this context the authors examine the GATT system and in particular the bargaining dynamics of the Uruguay Round of negotiations.
