During two decades Russia became one of the high migration countries. In these
circumstances the Russian government has to struggle with new challenges which are
more familiar to welfare states. The key problem under such conditions is that of interaction
between the native population and migrants coming to earn money in Russia. The objective
of this paper is to evaluate the role of labour migrants in the urban economy. In particular,
empirical data, collected by the author during the 1990s and 2000s in St. Petersburg, is
compared with the materials borrowed from the press 2006-2009. The thesis is discussed
whether the Nevsky district of St. Petersburg can be called the “small Transcaucasia”.
