Surveillance or abandonment? About an issue of the state paternalism towards the aboriginal people of the North
Problems of social adaptation of the aboriginal people of the North are connected with power relations in their communities. Process of incorporation of a traditional society into the state system was accompanied by development of the social problems connected with the distribution of alcohol, and rise of such social illnesses as suicide and criminality. Specific powerful stand point has been formed among Northern ethnic groups during the Soviet history claiming that their culture needs care, control and development. Increase of negative tendencies in Evenki group is connected with disappearance of «a power eye».
