Лаборатория экономики инноваций Института статистических исследований и экономики знаний НИУ ВШЭ приглашает принять участие в открытой лекции Герта Шоха  “Science, technology and innovation policy in Netherlands. Best practices in public-private partnership in innovation”.

Герт Шох (Geert Schoch) — бывший директор по международным связям Нидерландской организации прикладных научных исследований (TNO); управляющий директор компании “Schoch & Partners”, предоставляющей консалтинговые услуги в области исследований и разработок и инновационного развития компаний с акцентом на коммерциализацию технологий на международном уровне.

Аннотация выступления:

In the Netherlands there is common understanding about:

1. Innovation policy is industrial policy;

2. Dutch industry should be more competitive;

3.Opportunities should be taken in international markets;

4.Selective approach;

5.Less regulation, entrepreneurs should have more room to manoeuvre.

The Netherlands government has embarked on an integrated industry-policy in which science, technology and innovation policies are embedded.

Key words are: Innovation, creativity and entrepreneurship. 

New approaches are needed because:

1. Investments in R&D is much too low; 2. SME’s do not benefit enough of R&D in public  financed institutions; 3. Public financed R&D shows unsatisfactory results in innovation; 4. Dutch industry is very critical about innovation policies.

New industry policy with emphasis on:

1. Sectorial approach: integrated policy agenda in 9 sectors; 2. Demand driven by industry, policy agenda defined by industry and R&D institutions; 3. Less specific government funding, less tax burden and regulation, more freedom to undertake.

Selection of 9 sectors based on:

1. Strong market/export position; 2. Strong knowledge content; 3. Strong cooperation with R&D institutions; 4. Added value of knowledge, strong dissemination.

Key words: Application in innovative products and services lags behind the opportunities:

1. More cooperation, joint actions, specialisation; 2. Economies of scale needed; 3. More demand driven; 4. Per sector joint knowledge and research agenda to be adopted by industry, R&D institutions and government.

Agenda setting by top teams per sector. Four members:

1. Leading industrialist; 2. Representative of scientific community; 3. High ranked official; 4. Innovative SME-entrepreneur.

Measures:

Promotion of R&D: 1. Tax deduction;  2. Innovation contracts between industry, R&D institutions and government per sector; 3.Applied R&D institutions participation in innovation contracts, orientation to sectors.

Improved financing for SME’s; Less and simplified regulations; Talent development (education, training); International profiling.

TNO (the largest applied research organisation of the Netherlands and one of the largest of Europe), a case in point:

Profound reorganisation; 7 Themes: Information Society; Energy, Industrial Innovation; Defence, Safety and Security; Built Environment; Transport and Mobility; Healthy Living; 3 Expertise Areas: Technical Sciences; Earth, Environmental and Life Sciences; Behavioural and Societal Sciences. And a sizeable holding company for spin offs.
