‘Surveillance and profit’: poor relief and social care in theoretical constructs by Jeremy Bentham

The article highlights the Jeremiah (Jeremy) Bentham’s views on poverty, pauperism and poor relief. Analyzing Bentham’s works on poor relief, the author concludes that his thesis and recommendations on the subject were part of his utilitarian ideology and the maximation theory, as well as of his work on the Panopticon project. Bentham insisted on the moral character of poverty, explaining the latter by personal deficiencies of the poor, on the unattractive and painful character of social assistance, proposing the substitution of the outdoor relief system by the economically profitable indoor relief under inspection. His views, in many respects, influenced the nature of the Poor Law Amendment Act of 1834.
