An agitator with a pointer in hand: teachers serving the Soviet state in the 1920s

The state policy towards teachers in the 1920s represents one of the first attempts at Soviet social engineering. The aim was to create new Soviet intelligentsia. Old teacher- tutor should have been replaced by teacher-agitator. In everyday life of the schools the curriculum often was of less importance than the extra-curriculum social activity which formed criteria for a teacher’s performance evaluation. The state used the relationship between teacher and pupils, parents and officials to create methods and techniques of propaganda and to shape the mechanisms that involved different social groups into active interaction.
