This course is divided into three parts.
Part I reviews segments of the literature on labor mobility among jobs and among employment states. The course begins with the literature on worker transitions between jobs. This literature is naturally intertwined with models of wage growth within jobs and over the life-cycle. Therefore, we focus on how investments in both information and human capital generate observed patterns of wage growth and mobility decisions over the life-cycle. This will involve an extended discussion of the specificity of worker investments. Next, we turn to models of transitions into and out of unemployment. This section will highlight the role of government policies that affect the relative returns to work and unemployment.
Part II examines labor mobility and the supply of labor from a different perspective. Our focus will no longer be on individual decisions but rather on the movement of workers in and out of unemployment or across sectors of the economy in response to shocks that affect the productivity of labor generally or the relative productivity of labor in different activities. Once again, models of labor movements will generate implications for wage movements. We will pay particular attention to the empirical literature on the relationship between wages and unemployment levels. We explore joint determination of wages and employment levels through implicit and explicit contracts.
Part III examines the theoretical and empirical literature on racial income inequality. We devote considerable attention to the effects of public policy on observed racial income gaps.

Topics 1 and 2 cover the basic building blocks of labor economics: labor demand and labor supply.
Topic 3 focuses on both theoretical and empirical analyses of the sources of wage differentials, including human capital, employer wage differentials, and discrimination.
Topic 4 presents new developments on the intergenerational transmission of inequality and the role of social capital in generating persistence in inequality.
Topic 5 turns to explanations of the recent rise in inequality around the globe, including skilled-biased technological change, international trade, and immigration.
Topic 6 focuses on unemployment and the role of labor market institutions.

This course has two principal objectives. The first is to introduce students to
the field of labor economics, applying microeconomic analysis in order to increase
understanding of important social issues and public policies such as poverty, minimum
wages, overtime rules, layoff restrictions, education, job safety, discrimination,
migration, labor relations, unions and other institutions, unemployment, and income
inequality. The second is to apply labor economics to the particular problems of
labor markets in transition economies, with the aim of encouraging research in this

The legal system plays an indispensable role of providing the "rules of the road" defining how those exchanges can take place. We will discuss a number of questions, including the purposes of the legal system, and what economic theory has to say about how laws should be written and what their impact will be. As you will see during this course, economic reasoning has a profoundly important place in our legal system. Similarly, economic reasoning has a lot to say about how laws should read.
