In this book, Federico Sturzenegger and Mariano Tommasi propose formal models to answer some of the questions raised by the recent reform experience of many Latin American and East European countries. They apply common standards of analytical rigor to the study of economic and political behavior, assuming political agents to be rational and forward-looking, with expectations consistent with the properties of the underlying model.

The book is organized around three basic questions: first, why do reforms take place? Second, how are reforms implemented? And third, which candidates are most likely to undertake reform? Although most of the chapters deal with policy issues in developing economies, the findings also apply to areas such as social security and health care reform in industrialized countries.

This study has used a corrected likelihood ratio, with AIDS and Rotterdam demand models, to test separability in three separable (A, B, C) wheat import demand structures on the French common wheat market. It appears from the study that the three separable Rotterdam structures are accepted by the test, while only two of them (B and C) are accepted in the case of AIDS at 5% level of significance. Meanwhile, model B seems to be more indicated in demand analysis with AIDS since it is the only one accepted at 15% level of significance. The results obtained demonstrate not only the necessity to test separability in demand structures, but also the necessity to know how the allocation models can be used for demand analysis purpose. The study has also shown a great difference in econometric results for AIDS and Rotterdam and pose once more the issue of the choice of a functional form in demand analysis.

Undertaking a review of the literature is an important part of any research project. The researcher both maps and assesses the relevant intellectual territory, in order to specify a research question, which will further develop the knowledge base. However, traditional 'narrative' reviews often lack rigour, and in many cases are not undertaken as genuine pieces of investigatory science. Consequently they can lack a means for making sense of what the collection of studies is saying. These reviews can be biased by the researcher and often lack rigour. Further, the use of reviews of the available evidence to provide insights and guidance for intervention into the operational needs of practitioners and policy-makers has largely been of secondary importance. For practitioners making sense of a mass of often contradictory evidence has become progressively harder. The quality of evidence underpinning decision making and action has been questioned, for inadequate or incomplete evidence seriously impedes policy formulation and implementation. In exploring ways in which evidence-based management reviews might be achieved, the authors evaluate the process of systematic review used in the medical sciences. Over the last 15 years medical science has attempted to improve the review process by synthesising research in a systematic, transparent and reproducible manner with the twin aims of enhancing the knowledge base and informing policy making and practice. This paper evaluates the extent to which the process of systematic review can be applied to the management field in order to produce a reliable knowledge stock and enhanced practice by developing context sensitive research. The paper highlights the challenges in developing an appropriate methodology.

Milk producers in virtually every OECD country, and in many non-OECD countries as well, benefit from government interventions. Indeed, government support and protection for milk producers is more widespread than for any of the other commodities for which the OECD calculates producer subsidy equivalents. The purpose of the analysis reported in this paper was to investigate the relative market effects of these two varieties of government intervention in milk pricing: 1) interventions through trade measures applied to dairy products and 2) discriminatory pricing arrangements. Which kind of policy creates ‘dollar-for-dollar’ the greater effects? This paper shows the answer to that question is – it depends. Neither economic theory by itself, nor economic theory combined with ‘plausible’ ranges of numerical values for key parameters is enough to say definitely one way or another. In some plausibly real-life situations domestic milk pricing arrangements can be, at the margin, more distorting than explicit trade measures. The key determining parameters include the usual suspects – the relative elasticities of fluid and manufacturing milk demand, as well as initial price gap between fluid and manufacturing milk provided by various measures and the proportion of domestic milk production used to manufacture tradable dairy products.

The major objective of this paper is to discuss the development of rural labor markets in China during the past two decades and understand how it has affected women. Using household survey data that we collected in 2001, we examine the role of women in labor markets by examining employment and migration trends and changes in wages. According to the data of our nearly national representative sample, we find that there has been a sharp overall increase in off-farm participation, most of the increase has been driven by young migrants, and women, especially those in the youngest cohorts, have participated at rates equaling or surpassing those of their male counterparts. We also find that the wages of women have not been adversely affected by the emergence of liberalized labor markets and that when women, mostly middle-aged and older ones, are left in charge of farm work, the productivity of crop production does not fall.
