Between 1906 and the outbreak of World War I, Moscow was the locale of great uncertainty and experimentation. Moscow's liberal leaders sought social and political stability for their city following the violence of the 1905 revolution by offering attractive programs in education, employment, housing and other areas to Moscow's unruly lower classes. They were countered in their efforts, however, by central authorities of the Old Regime, who feared the political effects of these programs and stressed social rigidity. Liberal City, Conservative State examines the resulting clash between the city and the state as it brought to the surface and exacerbated the deep tensions plaguing Russia by the eve of World War I. It focuses on the roots of this dispute, juxtaposing the Old Regime's rural background and orientation with the urban concerns of Moscow's liberals, and sees the state's essential failure in its inability to come to terms with the realities of urban life and growth. Providing new perspectives and insights into Russian liberalism, the scope and urgency of urban problems, and the importance of tsarist ideology in conditioning development after 1905, Moscow's story sheds light on the unsolved dilemmas and contradictions that pushed Russia inexorably toward revolution.

This book presents the econometric analysis of single-equation and simultaneous-equation models in which the jointly dependent variables can be continuous, categorical, or truncated. Despite the traditional emphasis on continuous variables in econometrics, many of the economic variables encountered in practice are categorical (those for which a suitable category can be found but where no actual measurement exists) or truncated (those that can be observed only in certain ranges). Such variables are involved, for example, in models of occupational choice, choice of tenure in housing, and choice of type of schooling. Models with regulated prices and rationing, and models for program evaluation, also represent areas of application for the techniques presented by the author.

The Russian agricultural sector has experienced many problems since the beginning of the 1990s that resulted in a fall in farm output. Employing a production function approach and, unlike other studies, farmlevel data on more than 20,000 Russian large-scale farms for the period 1995-2000, this study analyzes the impact of both production (land, labour, capital, materials) and financial (debts and budget transfers) determinants on the productivity. Inter-regional differences such as weather conditions and farm-specific features such as geographical location, management and soil quality are taken into account employing the fixed-effect estimation. The findings show that Russian farms operate under liquidity constraints that lower their productivity.

This essay seeks to shed light on the causes and potential consequences of restricted germplasm flows among nations. My objective is to provide a synthesis of existing literature and events of which I was a part, with a focus on food security in poor countries. Regrettably, the mechanisms restricting flows are complicated, the data on the size and direction of flows are meager, the outcomes are uncertain, and the policy mechanisms for alleviating the problems are largely untested. My general hypothesis is that four separate forces are now interacting in ways that should worry everyone concerned with the transfer of technology, particularly improved crop varieties, to scores of the world’s poorest nations. These elements include: new provisions on intellectual property, especially patenting in the United States; an increased concentration of new enabling technologies into a few large multinational companies; heightened anxieties over transgenic foods, especially in Europe; and new problems arising from old ambiguities in the Convention on Biodiversity. Individually, these components are reasonably well understood. Collectively, however, they are poorly understood, and their combined impact on the poorer countries of the world is very troublesome.

In this interesting survey of recent developments in the field of cointegration, the authors discuss how cointegration (the linking of long run components of a pair or of a group or series), can be used to discuss some types of equilibrium and to introduce those equilibria into time-series models in a fairly uncontroversial way. The authors discuss the basic ideas in their introduction and the final chapters review the most recent developments in the field in a non-technical manner.

During recent years, dramatic changes in the world food system have led to unprecedented competition between agribusiness firms. To compete in this environment, agricultural cooperatives should invest substantially in long-term activities such as R&D and advertisement. Co-operatives have a difficult problem in acquiring equity capital because the residual claimant (benefactor) is the patron of the firm, not the investor. This organizational design poses to cooperatives three investment constraints:
a) the free rider problem,
b) the horizon problem, and
c) the portfolio problem.
Empirical analysis utilizing a latent variable structural equation model and a large dual response survey suggests that in the U.S. member-patrons are more likely to invest in co-operatives which adopt well defined property rights policies and structures than traditional co-operatives characterized by vaguely-defined property right structures. Agribusiness co-operatives in the European Union are gradually adopting long-term financing methods that possess one or more of the characteristics found in successful U.S. ‘New Generation Cooperatives.’ However, it seems that they have paid less attention in designing their organizational structures (e.g., membership policies). This may inhibit their efforts to gain a competitive advantage over investor-owned firms.

The main objective of this paper is to analyse the structural changes in European Agri-food systems in the last 30 years in order to verify the presence of a convergence process towards a more homogeneous structure among EU countries. This analysis considers the relative importance of the main components of Agri-food systems (agriculture, food industry and food consumption) and how they change over time. The analysis of convergence utilise the European National Accounting Data (from the SEC2 Data Base of Eurostat) from 1970 to 2000 for twelve EU countries. We use tests of convergence on cross section data by countries, but also stochastic kernel methodologies to verify the dynamic evolution of groups of countries inside the EU. The results show there are important process of convergence among countries for the variables of the Agri-food system that are more linked to the economic development, such as the importance of agriculture and food consumption in GDP. On the other hand there are divergences on the variables more linked to the openness degree and to the competitiveness of the Agri-food system. The presence of polarisation process among groups of countries contribute to permanence of long run structural changes among Northern and Southern countries in the EU.
