This course combines economic theory, econometric literature and institutional literature to examine current issues in U.S. education. Topics include (but will not be limited to): the basic theory of investments in education (human capital theory); the empirical problem of disentangling the return to education from the return to innate ability; the role of education in national economic growth; the association between education and individual earnings and reasons why that relationship has changed over time; the main approaches to K-12 school reform (money, choice, and educational standards); and the problem of increasing access to higher education. Knowledge of basic microeconomics and econometrics is recommended as a prerequisite.


  1. Do educated people earn more because school teaches valuable skills or because employers know that skilled people have an easier time getting educated?
  2. Has globalization played the major role in the rising return to education?
  3. Has technical change played the major role in the rising return to education?
  4. Does reducing class size substantially improve student test scores?
  5. Should the current system of educational funding be replaced by a voucher system with unrestricted school choice?
  6. Was “No Child Left Behind” an improvement to education policy?
  7. Should schools be allowed to hire anyone to teach, or should they be restricted to hiring teachers who meet official qualifications?
  8. Should educational resources be redirected away from K-12 education and toward early childhood interventions?
